CREATE UKRAINE

CREATE UKRAINE aims to bring change-makers – young Ukrainians who have acquired valuable international experience – back to their homeland to apply their skills in building a robust economic system and implementing vital reforms and overcoming the challenges of war.

The program was launched in 2024 as a pilot initiative to engage Ukrainians with international experience in the public sector. In 2025, Create Ukraine is scaling up: based on a competitive selection process and interviews, 25 young professionals will be chosen to work in ministries and key state institutions.

Driven by ambitious career goals, young people increasingly leave their home countries in search of opportunities.

Create Ukraine aims to bring back talented Ukrainians who have gained valuable international experience.

In 2024, 10 professionals took part in the pilot phase of the program, joining the team of the Ministry of Economy of Ukraine and implementing dozens of projects across key areas, including investment, SME development, labour market, EU integration, scaling public-sector initiatives, and transparent communications.

In 2025, Create Ukraine scaled up: we selected 25 young professionals who began working across 6 ministries, as well as in the Office of the President, the Office of the Prime Minister, and the Office for European and Euro-Atlantic Integration, contributing to priority national projects, Ukraine’s recovery, and the EU accession process.

The pilot phase of Create Ukraine is co-funded by the European Union and the Government of Lithuania within the framework of the EU4Youth program, aimed at supporting young people.

The second phase of the program is funded by the Lithuanian Fund for the Development Cooperation and Humanitarian Aid.

The program is implemented by the Central Project Management Agency in partnership with the KSE Foundation and the Ministry of Economy of Ukraine, with the support of the Ministry of Foreign Affairs of Lithuania and in close cooperation with the Government of Ukraine.
