Export development is key to Ukraine’s economic growth and integration into global markets. Among those who turn international experience and expertise into real solutions for the state is Olena Dziubko, a development economics specialist and participant of the Create Ukraine programme.

After studying in six countries and earning her Master’s degree at Cambridge, Olena returned to Ukraine thanks to Create Ukraine and became part of a new generation of government experts.

At the Ministry of Economy, Environment, and Agriculture of Ukraine, she joined the organization of the International Trade Forum from her very first days and worked on analytical research that became part of Ukraine’s new Export Strategy.

Her analytical work directly strengthened Ukraine’s negotiating position. In particular, it contributed to the EU decision of 14 October 2025 to reduce tariffs and expand quotas for Ukrainian agricultural products after the expiry of the Autonomous Trade Measures. It also formed the basis for improving the Government’s Methodology for Assessing the Impact of Legislative Approximation to EU law.

“For me, Create Ukraine is about being part of the country’s transformation. It’s also a challenge. But you shouldn’t be afraid — you need to follow your heart, but keep a cool head,” says Olena Dziubko.

Create Ukraine is co-funded by the European Union and the Government of Lithuania within the framework of the EU4Youth programme, aimed at supporting young people. The project is managed by the Lithuanian organization Central Project Management Agency and implemented by the KSE Foundation at the Ministry of economy, environment, and agriculture of Ukraine.
