Labour market and labour legislation reform is one of the key requirements for Ukraine’s accession to the EU. Among those contributing to the implementation of EU-integration changes is Yuliia Paska, an international law expert and participant of the #CreateUkraine program.

After studying and gaining professional experience in Lithuania, Canada, and Italy, Yuliia returned to Ukraine to work on tangible transformations for her country. She holds a Master’s degree in Human Rights (University of Padova), mentors Ukrainian teenagers in the Krylati project, authors courses on Ukrainian culture, and has completed an internship in the Parliament of Canada.

Create Ukraine brings together Ukrainians with global experience and engages them in work within state institutions, helping the government implement critically important reforms. As part of the program, Yuliia joined the team of the Ministry of Economy of Ukraine, where for nearly a year she worked on labour legislation and labour market reform.

Her key areas of work included:

  • updating labour legislation in line with EU standards while maintaining a balance between the rights of workers and employers;
  • coordinating bilateral screening sessions in Brussels to align Ukrainian legislation with European norms;
  • contributing to the preparation of the political panel for the Ukraine Recovery Conference (URC) and liaising with international partners regarding the implementation of agreements worth EUR 33 million;
  • working on matters related to Ukraine’s associated membership in the European Social Fund Plus (ESF+), which opens access to international funding.

After completing her work at the Ministry, Yuliia continued to represent Ukrainian interests in the European Parliament. There, she contributed to preparing a resolution on lasting and just peace in Ukraine, as well as a resolution on EU enlargement. She cooperated with Ukrainian institutions and civil society organisations, strengthening their engagement with the EU.

“Create Ukraine allowed me to collaborate with people who share my values and to take part in shaping Ukraine’s common future, rather than simply observing it,” says Yuliia Paska.

The pilot project Create Ukraine is co-funded by the European Union and the Government of Lithuania within the EU4Youth program aimed at supporting young people. The project is managed by the Lithuanian Central Project Management Agency and implemented by the KSE Foundation in partnership with the Ministry of Economy, Environment and Agriculture of Ukraine.
