Attracting investment is a key element of Ukraine’s sustainable economic recovery. Investors need transparent rules, clear instruments, and effective risk-mitigation mechanisms. This is exactly what Anastasiia Bilanenko — a finance expert with international experience and a participant of #CreateUkraine — is working on. Her collaboration with more than 50 international companies has shaped her expertise in finance, analytics, and asset management.

After 10 years working for global companies in London and Sydney, Anastasiia returned to Ukraine to contribute to meaningful public-sector reforms.

As part of the Create Ukraine program, Anastasiia completed a certification program in GR delivered by the KSE Foundation and the Kyiv School of Economics, and joined the Ministry of Economy, Environment, and Agriculture of Ukraine. There, she focuses on risk insurance and “green” financing.

Key areas of Anastasiia’s work include:

  • creating the online catalogue Green Platform, which brings together more than 100 green financing programs for businesses, communities, and startups;
  • developing mechanisms for insuring war-related risks for Ukrainian companies;
  • reforming the insurance market and removing barriers to investment;
  • collaborating with international partners.

Anastasiia’s work aims to support Ukrainian businesses, helping companies adapt effectively to current challenges and discover new opportunities for growth. She strengthens investor trust by ensuring transparent mechanisms and tools for safe investment and works to reduce investment risks through a reliable system of insurance and support. This helps create the conditions for sustainable national recovery — where the economy grows, infrastructure is rebuilt, and international partners see Ukraine as a stable and predictable market player.

“The Create Ukraine program has given me the opportunity to implement the best global practices in critical areas of the country’s recovery,” says Anastasiia Bilanenko.

Create Ukraine is co-funded by the European Union and the Government of Lithuania within the framework of the EU4Youth program, aimed at supporting young people. The project is managed by the Lithuanian organization Central Project Management Agency and implemented by the KSE Foundation at the Ministry of economy, environment, and agriculture of Ukraine.
