Ukrainian youth abroad are invited to apply for Create Ukraine 2.0 — a program for those who want to drive change in their country. A total of 25 participants with international experience will be selected to return home and join government teams. They will work directly with ministers and deputy ministers on priority EU integration projects.

The second phase of the program is funded by the Lithuanian Fund for the Development Cooperation and Humanitarian Aid. The program is implemented by the Central Project Management Agency in partnership with the KSE Foundation, and the Ministry of economy, environment, and agriculture of Ukraine, with the support of the Ministry of Foreign Affairs of Lithuania and in close cooperation with the Government of Ukraine.

What awaits Create Ukraine 2.0 participants?

  • One year of work in Ukraine’s government teams directly with ministers, the Deputy Prime Minister, and the Prime Minister’s Office
  • Real involvement in EU integration processes, reform preparation, international negotiations, market analysis, and institutional development
  • Training in a GR certification program at the Kyiv School of Economics
  • Specialized courses and access to lectures by leading experts

Who can apply?

  • Professionals with international work experience or a completed degree from a foreign university
  • Candidates with Ukrainian citizenship who have lived abroad for at least the past year
  • Ukrainians aged 22–35 — Create Ukraine was launched as part of the EU4Youth initiative to support young people

Following a competitive selection process, 25 participants will return to Ukraine and join the ministry that best aligns with their skills and ambitions.

Why apply?

The first stage of Create Ukraine in 2024 showed that young Ukrainians with European experience become valuable members of ministerial teams. They contributed to legislative reforms, organized international-level events, participated in key negotiations, and worked on strategic projects. Most of them chose to continue working in Ukraine.

Create Ukraine was launched in 2024 as a pilot initiative to engage Ukrainians with international experience in the public sector, based on the successful Create Lithuania model. That year, 10 Ukrainians returned home and joined the Ministry of Economy team. In 2025, Create Ukraine is scaling up — the launch of the second stage was announced at the Ukraine Recovery Conference (URC 2025).
