Ukraine’s Euro-integration and reforms are happening amid war and a shortage of skilled professionals. That is why #CreateUkraine, which brings Ukrainian experts back from abroad, is of strategic importance. This week, participants of the program’s second phase traveled to Lithuania to strengthen cooperation and gain practical experience.
In Vilnius, the cohort met with Lithuania’s Prime Minister Inga Ruginiene and Minister of Foreign Affairs Kęstutis Budrys, while a workshop and project management training complemented their intensive program.

Ukraine is shaping its own trajectory of reforms on the path to Euro-integration. For this, international experience and people capable of implementing systemic changes are essential.
Create Ukraine continues the Lithuanian initiative #CreateLithuania, which helped attract young professionals to state reform. Today, 25 Ukrainian experts who returned from abroad work across 5 ministries and 3 government offices, applying international approaches in public administration.
The program includes work on priority government projects, training modules, and a certification program in Government Relations (GR) from the Kyiv School of Economics. All participants are integrated into institutional teams as advisory and consulting specialists and will work directly with the leadership of central government bodies.
The Create Ukraine programme is funded by Lithuania through the Lithuanian Fund for the Development Cooperation and Humanitarian Aid and is aimed at supporting the return and successful integration of Ukrainian youth currently living abroad into Ukraine’s public sector. The programme is implemented by the Lithuanian Central Project Management Agency in partnership with the KSE Foundation, with the support of the Ministry of Foreign Affairs of Lithuania and in close cooperation with the Government of Ukraine.
This is what real transformation looks like: when international expertise becomes part of Ukrainian institutions, and a new generation of professionals shapes recovery policies.
